Taxpayers should Decide how Government Spends it's Money

The Federal Government has a massive spending problem and if it's not contained will eventually lead to major problems sooner than later.  Realistically the Government needs to cut at least 25% of its Spending on all phases to start with.  Now since all of us pay taxes then it should be up to the citizens of the United States to decide where that money goes and what programs should be funded.
