Should Federal Employees get a Raise

Based on the Consumer Price Index (CPI) Federal Employees should receive a 0.56% increase in pay for 2013 based on the yearly change.  Keep in mind no raises were given in 2011 and 2012 however the CPI rose 3% and 2% respectively.  Thus in hindsight Federal Employees over the past 2 years should have seen a 5% raise in pay to offset inflation.  However back in 2010 no raise should have been given as the CPI actually fell slightly in 2009.
