Food Stamp Usage continues to Rise

Right now nearly 48 Million people are on Food Stamps.  If the trend from 2012 continues then the number of people on Food Stamps could be near 50 Million by the end of the year.   If the economy is improving then why does the number of people on food stamps continue to rise.
